Flying gurnard, yes they are legal, only problem is they need a lot of room/very large tank.

they also need primed and established DSB as they pick through looking for food, they can get kinda hard to feed unless you get them on a forozen diet and don't have anything else that will pick of the food before the gurnard will get to it. which means basically no other bottom feeders.
