I dont usually intrude on conversations like this, but....
Its not illegal to to have live fish in your checked baggage, its just an airline policy that you cannot, a fairly new policy at that. It is however illegal to cram a mammal, bird, reptile or amphibian into your checked baggage.
He broke an airline rule, not a state or federal law.

I think this is possible but only on juvies. I think the airline will say something if it is a 10" fish.
Was that luggage carry on or check in?
