It's less about the subject and more about the questions you ask.

scats and archers need a large tank. scats do best in large odd number schools (ie 5 min) they are aggressive towards each other and pick on one in small groups. they need marine or near marine conditions as adults. i dont know if those puffers can take high end, i thought they do best in 1.005 sg for life.
there are lots of brackish species. look up lists using google. to see if they are compatible look at what kind of water conditions they need, read up info on them, make your decision then.
as for tank size i would get at least a 150 gal for a brack community tank. lots of species get very large and need space.
good luck pfh

The Scats and Green Puffer will eventually go full marine (at least that what I've seen). Maybe leave out the Archers and Figure 8 Puffer and get some Monos and they'll all be able to be kept together as they grow into marine.

If the tank is big enough it is a good list, but I'd leave puffers out

Some scats grow the size of a dinner plate & need about 50g ea. Do you know how to cycle a tank without fish? You need to find out what SG the store keeps their BW fish at & fishless cycle the tank at that SG.
Here's a good place to start educating yourself on BW: http://homepage.mac.com/nmonks/Projects/brackishfaq.html
