I got it to syphon, but it won't start back up after I turn the pump off and back on. Am I missing something?? here are the pics:

I'm not totally familiar with this design but it looks like you pipe which goes straight up in the air is breaking the suction. Try removing this pipe and capping the hole and see if it works. Hopefully you didn't glue all of your PVC already...

Is that tall pipe open at the top so you can start a siphon?

if you are putting the cap on the tall pipe it will turn the overflow into a syohon.. a syphon will not self start

exactly why I didn't cap it. I'm still trying to figure it out.

No problem, it looks ugly now, but I'm planning to build something around it so it won't look so ugly.

i had the same problem as well until i added a check valve to the first loop. a ball valve on there also will help with the noise. i got mine to be completly silent. put a cap on the top of that tall pipe and drill a hole into the cap...
