Hiya Conrad, welcome to MFK.
Live rock acts as a biological filter but is not mandatory if you have great filters in a fish only set up.
I am moving this to the salt/brackish forum so you will get better formulated answers from people with experience.

like guppy said, they provide the housing for those anerobix baterias which are beneficial to salt water tanks.. they are not neccessary for a fish only tank though..

if your planning on getting a shark tank, you better have a minimum for 260 gallons.
and thats for the smallest species of shark.
anything else would require an even bigger tank.

Even a 125g is too small for a ray. Now if it's a salt water ray, got no idea.
