I have a 20 gallon tank with a bicher fish in it. How often should I replace the water? I have a filter and everything. I just need to know if I should wait till the water gets cloudy or what not.

I'm sorry I don't know what a bicher fish is.

When doing maintenance on my tanks I first check their condition. A healthy tank is seldom cloudy. Keep it clear of bio debris such as feces and uneaten food by doing periodic gravel cleaning. Invest in a water test kit and try to keep your water condition as close to ideal temperature, hardness and pH for your fish as you can. Make changes gradually.

Enjoy the process of learning what is needed to keep things right for your fish. I've found aquarium systems both beautifully simple and amazingly complex, making the journey to experience an interesting one.
 
You should do regular water changes just to avoid problems and to give your bichir a clean environment. Change about 10% of the water each week if your bichir lives alone. I have four bichirs in a twenty gallon and they get about a 25% change each week.
