I'm up in the Northeast....

Would a pacu survive in a koi pond?

No, its too cold up their, pacu would freeze to death.

 could be a heated outdoor koi pond

Probably not pacus are pretty hardy but thats a little to cold. Now if it was a heated indoor pond that would be a little differnt. Then I would say move the koi outside and keep a school of red bellys, and just watch at feeding time.

You would need very powerful heaters to keep it warm.

you could have two a big one out doors for the summer and a slightly smaller one indoors for the winters
