I would check for any pipes or lines running where the pond will be before you do any buying of supplies or materials to build the pond. Why not just build an above ground pond?

Indoor above ground ponds are usually a better choice and a lot easier to service if something goes wrong, a pond dug in the basement will probably extemd below your plumbing macking it hard to drain with out a sump pump. How big are you thinking of?
also where do you live? (state) what winter season do you go through temp wise?

You could do a 3't x 8'w x12' long (2000g approx.) above ground pond with pump and filter sufficient to cycle the water once an hour for about $650-$800 dollars.
