Do stingray breed to the way the parameter of the water (softening of water) or would it be size/age??? My male is about 12" across, I was thinking about getting a female to keep him company

From what I have found, it is mainly age and conditioning that matter.
You say your ray is 12", but not what species. Unless it is a retic, scobina, or humerosa, you've got a while to wait. The more common ones like motoro and leopoldi are going to take some time to mature.
But, if you've got a big tank and a light bioload, mix up some food, add a mate, and go for it!
I am working with P. humerosa at the moment, and plan to spend at least the next 2 years "waiting".

what size are most rays like motoros *mature*?

David is absolutely correct. Clasper size and disc diameter are not necessarily related. However, I have not seen too many 12" across male motoros that have not had claspers that were large enough to get the job done.
Get him a girl. Pups are cool.

My male Motoro had monster claspers at around 7 or 8" disk diameter. My male Leo is larger than that at this point and he's hung like a fruit fly.

my male otorongo's claspers are the size of my index finger :ROFL:
