That does not quite look like popeye to me. In my prior experience (rare) it seemed like the whole eye was bloated, distended, but not clear, or opaque / discolored, as seen on your fish.
Has it always been this way? I'm thinking it's more of an old injury or something.

untill you know exacly what it it add a bit of stress coat, melafix and salt. that will remove the fluids from the body,
BUT, this dosnt look like popeye, in popeye the whole eye bulges out and can be trated with salt...
this looks more like a fungus, maybe. if its popeye he will be bling in the effected eye(s) and this might impair his hinting abilities, his eye just looks cloudy, not bloated, i had two tetras tha thas it and a molly a long time ago they all got out of it all except the one tetra, it just swam in circles but it ate and played around, it lived for another 3-4 months after
for now try salt(1 TS per 5gal(NOT TABLE SALT!!!)), i will check some sites to see if i can find this, hopefully someone older and wiser then I can help... did i mention a 40% water change going to 20% daily???.
Good luck, stunning speciman otherwise..
