Can i have a like 400 gallon pond that is saltwater outside?

Sure you can. But you will need to do a few different things depending on your location. Chiller / Heater depending on where your located, water evaporation and the salinity level is a major issue, as well as keeping other critters / debris out. The easiest way is to build the pond under a green house type complex. But when your only going 400 gallons, might as well build it inside.

im gonna put a leopard shark in there, do u know the temp for them and all the levels?

First off you realize Leopards need systems around 6,000 gallons bare minimum to even begin to thrive ethically when full grown. Secondly they are illegal to aquire unless over 36" which puts them at a size way to big for you 400. So why don't you stick to building a pond inside, for Coral Cat or Marbeled Cat Sharks.

Hmmm... good question....... since they tend to only swim in surface waters for plankton feeding, I'd recommend a single halide lamp not exceeding 70kw. Be sure to add moonlighting for a "realistic" feel for the fish.
Recommended tankmates; remora shark, magaladon, nessie, the batmobile, and a couple of baby chickens.

Now that might be overstocked a tad. get rid of the chickens and you should be fine.:ROFL:

I kept my Great White with baby chickens before and it worked out great. I've always heard about chicks massive aggression but mine were pretty calm although they would nick Jaws every now and then.:nilly:
