both my fish are breathing heavy, my cleaner wrasse is laying on its side not moving and breathing really heavy

any idea what's wrong?

The three most common causes for "heavy breathing" are:

Amonnia, which burns the gills and makes them inefficient at extracting oxygen from the water

Parasites / fungus, which attach / attack the gills also making them inefficient at extracting oxygen, the two most common culprits are Ich and Brooklynella.

Low Oxygen, could be caused by a number of factors, from inadequate aeration to there being so much biological action (bacterial) going on which would consume the oxygen to name a few.

All your levels are at 0? How new is the tank?
I'd toss in an airstone right off the bat and see if that helps.
What temp is it running?

I agree with zoodiver could be a spike if it is a new tank or it could be lack of oxygen an airstone or some powerheads to create some current would suffice if this tank is cycled.

I think cleaner wrasse are caught with cyanide poisoning, which will cause them to die in the inside. I bought one that was eating prepared foods and was healthy on the outside, but it was gone the next day. Was is the other fish that's in your tank?
