I have a 10g tank that is setup right now as freshwater and want to convert it to a brackish setup, but i really dont know where to start though. please help!!!

Get Instant Ocean sea salt, a hydrometer (Aquarium Systems is a nice one), and mix up the salt for specific gravity of 1.020.
If you add the salt slowly over the course of a week, you shouldn't have to recycle your tank.

i have pebble substrate. will sand be better? if i do get sand would i have to cycle again???

What fish are you considering? Not many choices in a tank that small.

You could probably keep a pair in there. Be sure to cycle the tank as FW. Then you can raise the SG .001-2/week, till you reach your desired salinity. No rush though.

even though the tank has been setup a year i will ahve to cylce it again?

Yes--totally different bacteria, substrate, decor & filtration.
