I've got 3 Hermans tortioses which are currently living in a 40x18x22 indoor rabbit cage thing. But now we are planning to get them a 60x30x30 indoor rabbit cage. will this be better for them?

Just buy a big 8'x8'x2' bookshelf which is about $100-$200 or so and flip it down on the ground and take out the shelves. 
Smaller variants are available as well. They won't get out I promise! A deep kiddie pool is a nice option as well. As long the enclosure is twice the height of the tortoises, they won't get out.
I can only imagine how much that stress them out since they can see out.

5' by 5' should be okay. 
I forget how many square foot of space they need, although I remember someone saying for a lone tortoise a 24 ft2 is recommended.
Especially if you are planning to get 4 of them eventually.
