This worked for me: i used these long, thin tongs, and started by holding a live ghost shrimp next to its mouth, which it took to quite easily. Eventually it associated the tongs themselves with food and went from live shrimp, to dead shrimp, to shrimp pellets or anything else i put in there with them.

I never had luck with eels eating dry. Thats why I never keep fish that will not take pellets, I heard use of garlic on dry food but I never tried it, Good Luck!
