ATF banned

Hello. I was wondering if anyone knows if ATF are banned in nyc? I was told by a vendor that they are but i cannot find anything in relation to that and some reputable shops sell them in nyc. I'm lost!

The following species are illegal to buy, sell, transport, or possess w/o a permit (issued for limited educational or scientific purposes):

Oddball the issue with NY is that the city (5 boroughs) have different rules then the state... I have not heard anything on ATF but stingrays are banned in the city and not state.

That's at the bottom of the list I posted in post #2. NYC, in addition to state-banned species, has also banned Ps and FW rays in the city proper. ATFs are not on the list.
