If you did your research why are you asking when you should put in your fish? Research on how to properly cycle a tank with live rock.

Your going to have a hard time with such a small tank, and the answer is no your tank isn't ready for fish

Is this your first time keeping saltwater fish? Definitely wouldn't recommend keeping any form of shark to a beginner, I suggest you check out some lionfish or morays if your interested in going predator.

I have two tanks, 3'x18"x12" & 4'x2'x2' that I can use.

I'm interested in making a fowl/possibly coral southern California native tank. I plan to check out the native inhabitants and check on the legality of removing items from the sea. Curious to know if anyone has done a tank like this and maybe has pictures or input.

Basing your desire to want to house an animal on a show that barely goes into how to properly keep fish will always end up in disaster.
