what eats tadpoles?

Your koi should take care of most frog tadpoles but like Oddball mentioned toad tadpoles are toxic. I've seen my fish eat a couple but they quickly learn to avoid toad tadpoles. No biological control available for those guys. I like to stock dojo loachs to out compete the tadpoles(they have a very similar diet)

Fence in the pond with chicken wire or other small mesh. Catch them and sell the legs to a local restaurant. Grind the rest of the meat up and mix with corn meal for catfish dough bait. You'll make a small fortune.

get rid of the koi.and stock with cichlids and maybe even an arowana

phoey on the cichlids and arowanna keep the koi they are made for ponds plus better color

My dad had a frog lay eggs/tadpoles in his pond (small pond - ~200 gallons) There's 2 red eared slider turtles in there and not a single tadpole made it past the point where they started budding legs before the turtles eventually ate them all. For what its worth, there's also about a dozen Comet goldfish in there(2"-6"), but I think it was mostly the turtles.
