Try swapping the gravel. In my experience I've given my green terrors plenty of flat surfaces to lay their eggs on but they have always just cleared a patch of gravel and laid their eggs on the bottom panel of glass or acrylic. I use the cheap petco gravel so try swapping it out to something around that size.
