You can move all the fish out and change everything except the filter, tank dimensions and heater.

I have a large amount of drift wood soaking too.

I'd get rid of all fake plants, replacing with anubias at the very least; and some vallis

Then I'd add 3 more discus, and bulk up the cardinal shoal.

The thing is this is the discus that killed his other three tankmates.

I'm thinking that I might go full blown planted and add 80 more neons and two more schools of tetras of barbs.
Definitely add a few more discus
Already tried that.

Sounds like you may be looking to abandon discus, which is a reasonable option if its not doing it for you; in which case I'd do the large shoal of cardinals like the above poster mentioned.

Could create a stunning planted set-up for sure

I would build up your school of cardinals or neons
I think that's what I'll do as well as try adding two more small species that school tighter that the cardinals.

I think it's either full blown planted or grow out tank for sure. I think I might have to use this last discus as a feeder if he kills one more cardinal.
Bulk up the cardinals add bog wood and six Bolivian rams.
Isn't six a few too many given the footprint?
