Sand bed + decoration not really a good ideal for that large bio load unless you willing to do extra work in weekly maintenance, I think you would need to up your water temp at least 78F~80F

I wont have too much decoration, I was thinking more along the lines of this, but with smaller rocks added for the fish to move.

Yeah, you still have to clean up the sand with every water change, cause the waste will sink and blend in with sand in long term and become a nitrate factory. Also, Cichlid species love to dig and move substrate around so you will see some part of your tank will get all the sand built up like a sand hill and some part will become a bare bottom lol. If you didn't setup your tank yet then you might consider to do some slate bottom it will look much more nicer and easier to clean, search this forum and you will see some members here do a slate bottom for cichlid and it's look awesome and very nature.

I think your stock list of fish could work nicely, the only small problem I've found with mixing Oscars and "Black Diamond's" (I'm assuming you mean Paratilapia Polleni?) is that they both like to swim in the same areas of the tank. But they're both of such similar temperament, generally speaking, that they will put up their fists and get in each others faces but promptly back down.

Could try some lower jaws like weeksii, teugelsi or ornate.
