no, the smallest gar requires at least a 5x2x2 tank, and that's the minimum for an adult(perhaps ard 20") but a 6x3 would be prefered. and 6x4 is ideal

btw what gar would you be looking at?

I want a gar but is a 75 gallon big enough for any kind of gar? And if so what kind of tankmates can it have.
a 75 makes a nice grow out tank, but within the first year they willl usually need a larger tank. i recommend a 6 x 2 x 2 tank as a minimum tank for an adult florida/spotted gar (which is more than likely what you will find) although several different species can be available seasonally. minimum tank size for gar are very debatable, but the tank listed above will last many years if not life.
