In Colorado, part of the law that prohibits piranhas without a permit is this: "Piranha: Including members of the genera Serrasalmus and Pygocentrus" Does this mean that just members of these genera are prohibited or all members of the piranha family including these genera. More specifically, would a wimple piranha be legal? It is not part of the genera mentioned and isn't even a true piranha.

If wimples are prohibited, how difficult is it to obtain a permit to keep them as pet fish and what are the requirements (like provide proof they will be pets, etc) to get one?

I think wimple will pass. I once had pygopristis denticulatus and that one didn't need a permit. But I asked an LFS about piranhas in general, they seemed to say that they are okay to have as long as you don't release them or feed cats to them.
