i have four bulkheads in my tank that i dont use. here plugged. were does the rubber gasket go? on the inside of the overflow or on the bottom of the tank were i screw the bulkhead tight?

thats what i thought but on two website they said to put it on the outside so it dont get wet and fall apart over time. thanks
