flow rate for a diy canister filter

i am in the process of building a diy canister filter for my 15 gallon soon to 20 gallon tank. the filter will be a 1 liter bottle drilled to accomodate a pump at the top and a screen at the bottom. the interior layout would follow that of the eheim's- floss at bottom, matrix in the middle, another layer of foam and then carbon.
there would be no head to worry about as the pump would be in tank, not below or above the tank. im just looking for a good strong pump that has movement. would the quiet one 1200 be too much for my tank? it pumps 290 gph.
or should i go with something cheaper, like a powerhead in the 150-200 gph range?
in lieu of that, what is also running through my head is what flow would be suitable for optimum biological exposure to the water as it flows through the bottle? would a faster gph be efficient or a slower rate be better for the bacteria?
