pond compatibility vs. large indoor tank

I am trying to figure out whether I want to build a large outdoor pond (10 ft. long by 3 ft wide by 3 ft deep) that would be placed on top of a conrete deck or whether I want to purchase a 150 or 200 gallon tank for indoors.

I do not want to just keep goldfish species in the outdoor pond so my questions are........

1. What other types of fish would be ok for the somewhat chilly winters here in va where it sometimes gets around 35?

2. Would there be a simple way to heat the pond for housing tropical fish like south american cichlids?

If i go the pond route I would like to be able to keep a variety of fish without having to have outrageous heating needs.
