For a few months I was fighting phosphates and had a major breakout of hair algae that took over the tank. I then invested in a reactor, and it brought my phosphate levels down to 0 within a few days.
Now, it isn't growing anymore, but it isn't dying off either. Any suggestions or thoughts?

What's your stock? Maybe invest in an animal that will eat it? IIRC, lawnmower blennies eat hair algae. I was gonna infect my tank when mine was starving himself in the hopes that he would eat something. I was eventually talked out of it.

Your reactor might not be taking all of the p04 out of the water and the hair algae that you have is eating it all up right away which is why it's undetectable by testing and there is no new growth

+1 to the above - also Flora doesn't need lots of PO4 it needs nitrogen, proteins, co2, and light - P04 is more or less fertilizer, makes it grow faster.

Your problem lies within Nitrates + dissolved proteins and maybe Co2

Ammonia and nitrite are a big problem. How long has your tank been running?

What's your stock and how much live rock and what size tank. It's not a.good thing to have ammonia and no nitrite

Pretty small stock. 20 gallons.
About 20lbs of liverock and 20lbs of sand.

Walkman goby
Maroon clown
Skunkback pseudochromis
2 damsels
2 Florida conches
Sand star
Chocolate chip star
Between 15-30 hermits
Between 3-6 different snails
Hawaiian feather duster

And I believe that's it.
