no where
gotta realize, Kois can and will get well past 1.5 foot ( 18 inches ) and they grow fast up to a year, at about a year they should be a good foot if not 14 inches. i am not good with goldfish ( carps ) or any coldwater fish but i know how fast they grow lol. so he would be good for 4 months tops ( they grow about 1 to 1.5 inches a month )

Koi can get 4 feet long. 1.5feet is an extreme understatement.
Read again. He said "well past 18 inches". That actually implies they grow past his stated size...

Yes but it causes great confusion.
Not really. It creates scale. A 20g long (for example) is 30x12x12. Saying it gets OVER 18" is clearly stating it will outgrow the tank while being realistic. Sorry if common sentence structure confuses you

Lol. No it doesn't.

Well past means well past and from experience, we've had them grow to 2' easily in a year and a half. Water temp will have an effect as both our ponds were in GA and FL. Warmer water speeds everything up.

Argument here isn't about an 18" or a 4' fish either. Both will outgrow a 20 gallon in a matter of months, so to answer the question, plan your upgrade now.
