I'm surprised you don't have diatoms on your sand. That's usually the first place they grow. The diatom phase can last a while. Usually a few weeks but it can take longer depending on the amount of silicates that are in your tank.

That's not even that bad. My tank is 6 years old and I got a random diatom bloom a couple weeks ago. I'm thinking the new rock didn't help, but there could be various causes.
Keep up on your water changes and I recommend an algae blenny. Mine does work!
