Weird power outage question.

So my power went out about an hour ago. Im not sure why it did but my entire apt building has nothing. My question is why is my aquarium light slightly working? Its not on completely but its dim. I have a t5 fixture. Does it hold a charge after it turns off?

Im not sure if its just the gas inside the light glowing or the ballast holding a charge. But i grabbed an office computer backup. Its basically like a huge powerbar with a battery. My 140g and 80gal have an hour of run time after the power goes out.

Fluorescent lights need very little current to keep them going once they are on, somewhere on the grid something s backfeeding the utility and your lamps are detecting it.
