Wet dry vs submersed BB

I have been experimenting the last few days with a 15g sump i made from a 15g tank. I am using a 300gh powerhead to run it right now. A 1/2" hose syphons water from the tank into the sump. It first trickles through a very fine mesh to catch debris. I have 4 bio wheels for a penguin 350 that i have setup inside as i dont have any bioballs yet.

My question mainly is this.

Will the biowheels or the bioballs be better if the water flows over them. Or is it better to have them submersed and have the water run through them?

As long as the water passes over the bio balls it will work the same either.

Use plastic pot scrubbies from the dollar store they come six in a pack for a dollar. I bought 60 pot scrubbies for $10. A lot cheaper then bio balls and they are made of the same materiel and have more surface area to collect bb. ImageUploadedByMonsterAquariaNetwork1368585842.433480.jpg
