It will have the same effect, but it won't be as strong. Blue led lights have their peak strength at a wavelength of about 470 nm which can cause weak fluorescence in objects.

An actinic light will have a very strong second peak in the 400-420 nm wavelength range, which is near UV light. This will cause a much stronger and more notable fluorescence.
