Parasitic infection or could it be Hole in head desease(i thought only on cichlids)? Have no idea bro.

Some spots or patterns are normal on the head.
But if its new. All you need to do is take out the carbon from your filter and it should go away in couple days

I don't even have carbon in my filter its all foam and bio ehem brand mech and the orther bio

Amonia 1.00 but tank is still cycling ive been told if amonia is hnder 4 ppm not fully done but I've been that if Amonia goes over 4 do a water change but I do a water change 1 a water week or more then I dose with seachem stabilty

Ammonia at 1 ppm? anything over .25ppm is unhealthy for your fish. Hopefully your arowana can survive this without too much harm done. Not sure where your getting your info from, but you seem to have ignored mine. Very easy to cycle a tank while keeping the ammonia at .25 ppm, unless your just too lazy to do the required water changes.

I did not ignore you I did do water change few days ago I don't want to remove to much water

I remove I think 6-7 inches of water
