Not really too sure on the bulb. But why would you want algae?

If you want algae move your tank by a window. Direct sunlight is the best algae producer.

Tbh most bulbs come with spectra that are supposed to deter algae growth, but usually as the bulb ages the spectrum changes and becomes more favorable for algae growth.

So my answer would be an old bulb.

But if you just want to feed african cichlids I'd just buy an appropriate food instead of trying to achieve poorer water quality and algae growth.

X2 why destroy water quality when you can keep good water quality and achieve the same thing

An old actinic bulb will work wonders for creating a ton of algae growth...but I support what's already been said, keep water quality up and feed the proper foods. ;)
