I have 2 emperor 400 filters along with a hw 304b filter. Emperor filters doing 400 ghp. Then the canister does 525 a hour. So around 1325 a hour. Is that enough or should I go bigger.

Depending on the stock and how big the stock are is key. If small and growing out then that should be fine but, if they are on the bigger side and tank is overstocked then I'd think of adding a sump or another canister for bio.

I have a Oscar with a heckelii and a pleco. still going up. With the emperor filters I do have 25 bio balls in each does that help with the bio growing

Idk how effective bio balls are if they are fully submersed. On my tanks I initially had a wet/dry sump but, switched out the bio balls and went with matrix and liking the results already. Not only does the matrix take up less space, it's seems to keep my water params good for a bit longer so I can wait a day or two longer on a WC.
