Please ID these things

its not the cherry shrimp but those small white things that looks like its a sort of insect, its too small for me to be able to get a decet pic but they have been in my shrimp tank for quite a long time already, they are free swimming and they eat the foods i give my shrimps, im not concerned i. the past but recently my shrimp population has gone down from as many as 30 adults and a lot of babies to only 3-4 semi adult shrimps and a few small ones. are they the cause of the decline of my shrimp population? i dont have any other inhabitants in my tank & it has no hydras also, please help thank you!

Looks almost like it might be palaria (sp?) commonly found in tanks with leftover food...
