Just wondering what kind of plant this is, and how to keep it alive? Have never had very good luck with plants. Is there some secret to it??

That is a dracaena species. Usually called a pineapple plants in stores. It is not a true aquatic species and will not survive being fully submerged.

Can the roots be completely submerged? I've had fairly good luck with "lucky bamboo" in the back of HOB Filters.

Roots can grow completely submerged. Had some growing this way over the summer. Didn't do that well but that was more likely caused by me tossing it in full sun from inside with no acclimation period.
