Can someone help me identify this disease on my Green Terror's pectoral fin? I looked everywhere and couldn't find anything similiar.

It looks like it could possibily be lymphocystis, which is an iridovirus and not generally treatable.

Agree with Tom (Aquanero), it's like a fish version of the common cold virus, and is basically ubiquitous.
With good water quality and unstressful conditions, it is self limiting.
But if the fish being bullied, or nitrates are high, it can go the other way.
