A lot of people don't think fish can be abused, because they are seen as "merely fish". A lot of people keep them in tiny, dirty tanks and don't think twice about it. What do you define as abuse or cruelty when it comes to fish?
The Oscar I had rescued when I was younger (R.I.P) was kept in a small, dirty tank and school kids used to poke him with pencils in the water. I find that to be horrible cruelty, even if he was "just a fish".
