Is there hope for him

So two days ago, I received 4 peacock bass in the mail. They are all in separate bags; however, this one didn't have enough water in there. The other 3 are fine and healthy. I tried putting him under over the air bubbles for an hour or so to see if he was going to snap out of it but I guess not. He is still breathing but just lays on his side unless I touch him and he will swim away. Will he survive and act normal or stay like that forever?
