Fin rot on silver dollar?? Help

I went to a fish store for a plant today. Long story short I brought this silver dollar. He was in a mediumish tank with africans and dempseys and convicts that were nipping at his tail and picking on him... they told me that someone dropped him off yesterday because they were going to put him in a river since they didnt want him. They also admitted that he would have died in the tank with africans. I have in a 5 gallon QT for now. I put furan 2. It looks like fin rot to me but ive never had fish with this so im not sure? Any advice/help would be appreciated

If he was getting his fins niped at then clean water should be all it needs to recover.

But if the owner gave him to the fish store yesterday and when I came today he was being picked on. Wouldnt the condition of his health have been bad to begin with?
