Fungus at base of barb before shedding?

Anyone else's ray develop a fungus at the base of their barb before it sheds it's barb? Haven't seen it with my other fish so i'm getting concerned. Sorry for the bad pic, just got home and realized there's a power outage, my wild caught kelberi growout is almost dead, have a battery powered pump going so he may make it, rays won't be happy.

Running on a 65 watt emperor aquatics uv sterilizer. Maybe bulb need replacing, but i thought the bases of their barbs start losing the black colour and go white, but maybe it's very close to dropping off, or its loose and it jabbed her, I'm not panicking about it but still a cause for concern. I'll treat with salt when my power gets back on.
