My peacock eel never comes out?

I know peacock eels are nocturnal and stuff but are there and ways to make him come out of the gravel of caves more often?Sometimes I see him every other night and sometimes I don't see him for a couple weeks.He is on a 40g with 2 angels, 1 pearl gourami, 2 long-finned black skirt tetras, one id shark, a huge common pleco, a bunch of little smails, an apple snail, a wild caught HUGE snail, and some trumpet snails (I will get some nitrate snails soon).

How big is it? Peacock eels from what I've read (unfortunately no firsthand experience) like buddies.
So maybe adding another one or two would make it feel more comfortable and come out more. I'd upgrade them later on though.

Is the tank planted?

make sure it's tank mates don't outgrew the eel so fast. My peacock eel barely ate since he hid under gravel most of the time then somebody ate him because everyone grew and he stayed the same size.
