I've heard rumors of someone using electric eels to power his aquarium lights heater ect... is this possible if so how could you set everything i'm thinking this is a hoax of some kind.

It's possible but when I had mine I couldn't exactly figure it out, I was able to us audio boxes to hear the electrical waves, that was neat.
I doubt their current is enough to power lights. Maybe some small leds but they would be constantly flickering. Many displays at aquariums have speakers and small lights and such to show the electricity, but no chance of steady even output.
I've seen the guy from river monsters use there electrical waves to find them.
