Filstar XP3 leaking

One of my Filstar XP3 canister filters is leaking where the cord enters the upper casing that houses the motor unit. When I opened the casing it was filled with water. Does this indicate that the small o-rings on the quick disconnect (see image below) need to be replaced? Am I mistaken in thinking that the motor unit should be free of water? It doesn't make sense for water to be within the casing because the cord is not sealed where it exits the casing.
