Looks like Tatia intermedia but I can't be certain. Definitely a Wood Catfish though.

At first glance and probably the most commonly available of the Auchenipteridae i wasw thinking T galeatus, but on closer inspection i'm not to sure the dorsal looks a little too long to me (could be angle of pic) So it could also be Trachyelyopyerus fisheri, but better pix would help.:)

Woodcats are a huge family. Definitely check the cat-e-log on planetcatfish to see if you can narrow it down.

Aren't you in Sri-Lanka? Here in the US, I'd say yes if it is small, 3"-4".

However, if it is rare (Wayne's ID #2 - is it rare?), IMO, all bets are off.
