I have got a old 30gal tank I am thinking of sticking it under my main tank as a sump but just heavily planting it and maybe chuck in a few neon tetra. Would this help with water quality and if so by how much

Bio load, and feeding would be important factor's. Yes plants do help with some nitrate reduction, you will have to get the main tank completely cycled, and stock introduced before analysis:).
