It's been eight days since I put pure ammonium chloride in my tank to start the cycle. I also added half a sponge from an established 5.5 gallon tank to the canister on this 150 gallon thinking it couldn't hurt.

So far the ammonia has stayed at a steady 3-4 ppm, today the color looked a little bit lighter so I went ahead and tested the nitrites and nitrates.

So the ammonia now looks between 2-3 ppm, nitrites look like they're 5+ ppm, and nitrates are between 5-10 ppm.

Is this normal for the nitrites and nitrates to be coming in so high with the ammonia never having dropped to 0?

Perfectly normal. Keep the tank at 2 to 3ppm of ammonia with daily dosing when it's needed. Once ammonia and nitrite read 0 after 12 hours you're good to go after a 90% water change.
