Bio tower.

Seems a bit lacking, I'd setup two towers. Also if you're going to keep the second drawer submerged use ceramic media. Bio-balls have a known surface area and you can guess the volume you are using. Wouldn't take much to sort out your current surface area (there's some calculators if ya google.)
