Looks more like fungus. To be expected when they get caught in nets.

Just clip the barb at the base with tin snips. It will grow new one.

Do I need to treat the water with anything and how do you recommend cutting the bard off with are pair of snips?

I pinch and hold it with pliers with my off hand then cut it with snips with my dominant hand below the pliers. You can do this really quickly. The barb isn't vascular, so there's no real feeling or pain.

Draining the water helps, and/or standing on a elevated stool to reach low into the tank. Or remove the fish to a smaller rubbermaid type of container.

I wear filet gloves to be safe.
